Looks like we’re going to learn more about Dinah Drake (Juliana Harkavy) in Arrow season 6. Production filmed a Dinah walk-and-talk with what looks like Vinnie Sobel along the Vancouver seawall. Drake used to be a Central City police detective working with Sobel who was her partner and boyfriend. He died and she became a vigilante until Oliver recruited her as the new Black Canary on Team Arrow.
Now we find out, Sobel didn’t die. He became the masked villain Vigilante. And this scene is Dinah meeting an enemy of Team Arrow.
