She exits a beauty products store on Main Street and walks to her car on East 6th while Starling City’s finest Quentin Lance (Paul Blackthorne) keeps watch from an unmarked vehicle and “The Arrow, our hero” (Stephen Amell) stands ready to intervene on a nearby rooftop, according to the notice of filming. Who is the bait? Who is the “known criminal”?
