Where did we leave Ginny & Georgia at the end of season 2?

Georgia had her fairytale wedding to Mayor Paul Randolph (Scott Porter).

But as the newlyweds danced at their reception, Georgia was arrested for murder for suffocating a comatose man with a pillow to spare his family from further suffering.

This was not the first time Georgia had killed someone for seemingly good reasons. She poisoned two of her ex-husbands: Anthony Greene, who owned the hotel that employed the teen Mom when Ginny was a baby and Kenny, after he got lecherous with Ginny. And she almost shot Austin’s Dad Gil but instead framed him for embezzlement and put him in jail. Gil’s release and his blackmailing of Georgia had her ready to run again until Ginny persuaded her to confess (some but not all of her crimes) to Paul.
